Just doing a little research here, and figured asking you folks might be a faster way to get a better answer.

Promotion to LTJG and LT are automatic after time in grade (2 years from date of commission to JG, the first of the month following reaching 2 years time in grade for LT) as long as there is no action taken to NOT promote you (i.e. if there is disciplinary action taken against you, your promotion can be withheld). I don't believe the command has to take any action to promote you. I believe your periodic (yearly) fitness report has to say "Promotable". Beyond that, there isn't much else in terms of "obligations required to be eligible for promotion". Promotion to O-4 (LCDR) is a selection board. the promotion rate to LCDR is pretty high (in the 90% range).

Actually, when I was promoted to LT, it was a selection board. Of course, that was 1986 so it may have changed.

I sure wish O-4 promotion was 90%; that may be true for SWOs (and possibly submariners?) but it's definitely not the case for aviators. My community is running about 50% currently. It's getting competitive.

LT (Join to see) - I looked at the statistics and you are correct. 1310 and 1320's are both hovering around 50% (and yes, SWOs and SUBs are in the 90s). Interesting enough in the reserves 1315s and 1320s are in the high 90s (NFOs actually promoted 100% on this last board).

That's good information to have, sir; at least I know if I don't make O-4 on the active side I can still have a shot at it in the reserves. Right now, if an aviator isn't leaving with a top-2 FITREP in each of their first two tours, there's just about zero chance of promoting. It's to the point where some COs are encouraging everybody to request extensions or leave early so they can stagger their checkout times and get a 1/1 with a soft breakout rather than a dreadful 3/8 or the like. I hope something changes, because I don't want to see us become the type of community that backstabs throughout JOPA for the chance at the #1.

It depends on what your command you're at on an enlisted scale you take a test as you rank the more qualms you have the better the evil the higher the test score. In officer the more qualifications you have and time in rank. Pretty much the more qualifications you have the better off you will be.

I didn't see any of the up front stuff so here goes. There is no Navy board until O-4. Promotion is based on a specified time in grade and performance level that the Skipper determines have met the requirements for promotion under his/her authority. I recall some constraints as to what rank the Skipper needs to be in the past but I've been out for some time. It's typically been 2 years to O-2 and another 2 years to O-3 although the flow point has been adjusted on occasion to smooth out the flow into O-3 so there aren't severely compressed zones for O-4. Bottom line, a local administrative drill following whatever the current Notice says to do.

I retired in 1980 as an 0-3E. I guess things have changed as I was definitely board selected to O-3 in my day. But Inwas also Commissioned From W-2 to O-2E and spent no time as an Ensign. And other than the fitness report the CO had no direct input it was pure time in grade and board consideration.

LT Charles (Chuck) McCoy - Hasn't changed, but it is 100% board selection for All Fully Qualified for LT. Basically you gotta screw up to not make LT or LTjg. DUI, etc. will do it. I took the same route - Warrant to O2E.

I believe 97% of LTJGs are selected for LT. After that, it gets a bit dicey! As a SWO, you needed to serve at sea as a department head for two tours to be selected for LCDR. To select for CDR, you needed to be serving as an XO. To select for CAPT, you needed a successful command at sea tour.

Now, my data may be dated as I retired in 1994.

Nick Petros PO3 Sandra Gomke Gave a good link, but I'd point out that you (seemingly) attempted to tag the rank progression from 0-1 to 0-3 in the Navy...but you used O-6 in the O-3 spot. A Naval Captain is O-6. You're looking for Lieutenant, 0-3
