Did you actually read the regulation you're citing? You and the Soldier you swap with would have to agree to fund all travel yourselves. No PCS entitlements, no per diem, mileage pay, no rental truck reimbursement, you have to pay for the moving company if you use one, and no dislocation allowance - which alone is worth several thousand dollars.
Maybe you're willing to come out of pocket to personally pay for a move, but I don't know any other E4s in the Army who would give up their travel pay AND come out of pocket to move themselves as well.

Im glad you know the regulation. The question is, are you currently on assignment to Fort Campbell? Where are you currently at?
In my 8 years in the Army, I have never seen any assignment swap outside of AIT happen.

SPC (Join to see) - Ok, its gonna be hard for you to find someone to swap with. The 74D community is already small enough, finding someone of the same grade, similar qualifications, and with 12 months at their assignment and time remaining on contract.
Im going to be completely honest with you, you will not find anyone that will swap with you and your best bet would be to reenlist to go to Bliss. I believe SFC (Join to see) will likely agree with me.
