Lying in the military is common, Army War College study says. Do you believe that stretching the truth justifiable?

There has been a lot of discussion lately about the issue of lying in the military. We have all become overwhelmed by all the training requirements placed upon us and therefore some justify stretching the truth "a little" in order to meet the demands to complete everything. Is stretching the truth justifiable? What are your thoughts?

A recent U.S. Army War College study states "dishonesty and deception" among Army personnel is common, often encouraged to maintain a false sense of integrity.
Under what circumstances is it acceptable to be dishonest or deceive your superiors while in uniform? Have you ever done this, or seen others do it?
