If you lose your promotion status due to a negative action, do you automatically integrate back onto the promotion list once you overcome it?

The MIL promotes soldiers who have been in the Army for a long time without progressing. My understanding of AR 600-8-15. If a soldier is removed from the recommendation list due to being flagged or adverse action. Upon becoming eligible for promotion, the soldier has to be automatically integrated back into the recommendation list via the MIL without having to attend a board.

For example if soldier got an unfavorable flag for any reason and then over comes the flag does that person automatically become promotable or does the individual have to attend a board to get back their status?
