This really doesn't surprise me.  With what we have in Congress today, caring nothing about anyone but themselves this was bound to happen.  They have placed themselves on a plateau above everyone else.  They are not there for the people, they are there for themselves.

As military members, if we did something like this, wouldn't that be illegal? Something about improperly accepting gifts?

As a government employee, if I did something like this I'd likely be in jail (I most certainly would be unemployed)!

It is an ethics violation because they do not want to be put in jail & they are their own judges & jury. Just like they are their own bosses & determine their own raises.
