I was looking at the influence score page when I came across two new ways to earn points. The page said mentions received and mentions given. Is this the new tagging feature or is it something else?

Yes, that's correct. Just use the @ symbols when typing a question, response, or comment, and tag other RP members to bring them in the discussion. They will receive a notification that they were mentioned in the post by you.
If you get mentioned by somebody else, you get +5 Influence Points. If you mention others to bring them in the discussion, you get +2 Influence Points. This helps recognize the RallyPoint members that help keep the community engaged.

My next feature suggestion. We should be able to "tag" members in discussions. | RallyPoint
I think it would be great if we could tag individuals within a discussion to bring it to their attention for several different reasons. The main reason being that if we know of a subject matter expert that could provide some very valuable feedback on the topic, we could tag them so that they know they have been summoned.For example, MSG Quick could be tagged in a discussion about Career Counseling that he may not have otherwise seen....
