Looks like there are a lot more out there. Not sure if this is really the same one that the MILPER mentions.

It is a Foriegn Award authorized for permanent wear, to be assimilated into 600-8-22, here is a bootleg copy of the MILPER. Copy and paste the link. This is a GIROA issued medal. Not a US award. Unclear who is authorized this award, if anyone. http://www.ncosupport.com/files/foreign-military-awards-milper.pdf

LTC Jason Mackay - From what I see it clearly states "See note 1 (Token acceptance only)".
"Note 1: Honorary. Unless otherwise specified, this foreign badge or decoration may only be accepted and retained; it is not allowed for wear on the U.S. Army uniform".

It's a foreign award from Afghanistan.
Honorary. Unless otherwise specified, this award may only be accepted and retained; not allowed for wear on the U.S. Army uniform. Many decorations may or may not be authorized for wear and are only honorary. Accompanying documents must be read very carefully.

According to the MILPER message, it doesn't limit it to acceptance only. Maybe they'll correct that.

MAJ (Join to see) - I think that you are misreading the message. Go to the MILPER webpage at this location - https://www.hrc.army.mil/TAGD/What%20is%20New%20on%20Awards%20and%20Decorations
Updated Guidance for Approving the Acceptance, Retention, and/or Wear of Foreign Badges and Decorations
On 20 October 2016, guidance and procedures for approving or requesting approval for acceptance, retention, and/or wear of foreign badges and decorations listed in AR 600-8-22, Appendices D and E was clarified. Additionally, an updated and expanded list of foreign badges and decorations approved for acceptance, retention, and/or wear in accordance with AR 600-8-22, paragraphs 9-26 and 9-27 was released. Please check MILPER MSG 16-303 for additional information and guidance. A consolidated list of foreign badges approved for acceptance, retention, and/or wear can be found here. A consolidated list of foreign decorations approved for acceptance, retention, and/or wear can be found here.

And then navigate to - https://www.hrc.army.mil/content/17283 Which is a PDF, that contains the information.

Appendix E (as of 18 October 2016) Foreign Decorations

NOTE: This is a consolidated list of all foreign decorations approved for acceptance, retention, and/or wear IAW the current AR 600-8-22 and the recent MILPER Message on Foreign Awards. Additions since the publication of the regulation are highlighted in yellow.

Check under Afghanistan and see that it references Note 1 (Which I posted above).

Nope, read it a couple of times. If it doesn't note a limitation for acceptance only, then it is authorized for acceptance and wear, just like the awards manual, Appendix E of AR 600-8-22. This quote is from the very HRC link that you provided. "Additionally, an updated and expanded list of foreign badges and decorations approved for acceptance, retention, and/or wear in accordance with AR 600-8-22, paragraphs 9-26 and 9-27 was released. Please check MILPER MSG 16-303 for additional information and guidance."

he Afghanistan Commemorative Medal is awarded to military personnel who served in the War in Afghanistan or in Operation Enduring Freedom, beginning in 2001 and extending to an undetermined date. The Afghanistan Commemorative Medal is distinct from the Afghanistan Campaign Medal as the award was instituted by legislation from Congress rather than by the Department of Defense
