My friend who's in the reserves with me recently got arrested for a violation (less than a misdemeanor in the state of NH), should he report this to our chain of command, he just needs advice on how to proceed

No CO likes to be surprised. Tell him and if it ever comes up he can say he knew and dismissed it as irrelevant

One thing your friend needs to remember is COs are human too. In their "youth" they also made mistakes and were usually counselled off the record ONCE. But they don't like surprises of this sort, tell him and the 1SG.

It is best to notify COC. This way they know about it and when someone higher in the COC tells them about it they already know along with the circumstances. This way they are not blindsided. It is always better to find out from the person than it would be from the higher.

Infractions are different than misdemeanors or even (obviously) felonies. If I get physically arrested for anything I am obviously going to notify my CoC (they will likely find out anyway). However, if I get a parking violation outside of military jurisdiction (an infraction or as this poster put it: "less than a misdemeanor"), I am not going to notify my CoC. I am also certain they could care less about such things.

but per the question, he did get arrested. Just like most questions through here, we are not getting the full story. Saying "less than a misdemeanor" but also arrested, I would bet there is more to this than what is presented.

1SG Bill Farmerie - I was wondering the same thing. There had to be some additional details that we don't know about. An infraction and some misdemeanors do not usually result in physical arrest. The usual LEO course of action is to issue a citation and court date and everyone goes on about their business.

As a former S2, I know that every day I had to go down and get a copy of the blotter report and in the process I made a lot of contacts with the local authorities, so I would say that the best thing to do is to inform your chain of command, so that they are not blind sided with the news that one of their soldiers were arrested.
