I am not vaccinated for covid and was supposed to attend ALC at the beginning of this year. I completed phase 1 online and wasn't able to attend phase 2 because of the restrictions and was dropped. I was told that if I arrived that I would receive article 15. So now I have a no-show in ATRRS. I contacted the military school's branch, and the guy told me that I wasn't supposed to scheduled for ALC because of my unvaccinated at the time that it was an error on their part, and he would send it up to his higher-ups to see if they could fix the no show in attrs. Eventually I recieved an email stating that the no-show would be a non issue (still shows in attrs) and that when I appear on the OML he would schedule me again. There has been at least 1-2 ALC courses since then, and my chain of command isn't helpful. What do I need to do to be scheduled again? I have the points and completed my phase 1 for alc

Normally takes an MFR from your first GO in your chain approving you to go again.

This doesn't make any sense.
The mandate for the covid vaccine was rescinded, per the NDAA, in January this year: https://media.defense.gov/2023/Jan/10/ [login to see] /-1/-1/1/SECRETARY-OF-DEFENSE-MEMO-ON-RESCISSION-OF-CORONAVIRUS-DISEASE-2019-VACCINATION-REQUIREMENTS-FOR-MEMBERS-OF-THE-ARMED-FORCES.PDF

It's really weird that they said you couldn't attend because of being unvaccinated unless it was scheduled before the mandate was rescinded. If that was the case, your schools NCO at BN should have been dealing with this. You shouldn't have even had to go to the POC at HRC about it.

You need to go talk to your schools NCO about getting you rescheduled. If your first line supervisor/squad leader, PSG aren't helping go to your 1SG. If your 1SG isn't helping go to the BN CSM.

Here's I believe the most recent MILPER on NCOES: https://home.army.mil/liberty/application/files/7616/6601/8241/MILPER_Message_Number_22-375_NCOES_Scheduling.pdf

"No-Show Removal Procedures: Requests for no-show removals will be processed
on a case-by-case basis for those Soldiers who, due to no-fault of their own were coded
as a no-show for PME (i.e., if a Soldier was flagged and that was the cause of the noshow, their no-show will not be removed). Commanders must submit a DA Form 4187
signed by the first O6/GS15 in the Soldier’s chain of command with supporting
documents and justification that explains the circumstances that prevented the timely
submission of the deferment request to Military Schools Branch in accordance with
HQDA policy established in chapter 3, AR 350-1. To prevent no-shows, commanders
should submit deferment requests when they first become aware Soldiers will not or
cannot attend training. Please send all requests to [login to see] . for RA and [login to see] for USAR AGR Soldiers."

Since you seem to have been flagged as a no show in error, that's how you get it removed. And then you need to go to the schools NCO and talk to them about rescheduling but I think the no show is preventing you from getting rescheduled by HRC since I think those are lower priority. Not exactly sure - but that's how you get it removed.

Can you please tell me the best course of reaction to make a complaint against the representative at the military schools branch?

The guy told me my no show in ATRRS we be a non-issue I'm attrs and it seems that isn't the truth. Feels like I'm being stone walled every where I go

SPC (Join to see) - I don't see where you have a valid complaint against HRC; they already told you everything they need to tell you. You will be scheduled again when they get to you on the OML. The no show does not matter because it's not going to prevent HRC from putting you in again. They have conceded the no show was their fault for scheduling you when you weren't eligible to travel, so they won't require a letter from your command excusing that no show to re-input you.

If you want to clear that no show anyway, you'll need to provide the 91S ALC schoolhouse with an MFR from your command demonstrating that you weren't eligible to travel at time of reservation or report, and they can change it to erroneous enrollment.

There are 125 in your MOS on the OML right now, and 57 ALC seats per year. It's safe to assume that at least half the OML still needs school. You will get a seat when they cycle back to your name on the OML for 91S ALC.
ALC reservations are made based on availability and priority. The top of the priority are those that have already made the cutoff and works down the OML from there until all seats are filled, then it starts over for the open seats next FY.
And unless you have added at least an additional 146 or more points to your total since your total added to the notes in your JAN ATRRS reservation, you aren't the highest priority for your MOS ALC today.

If you still feel you need to file a complaint, the number for IG should be on a bulletin board of every building at your post. It will take them 2-4 weeks to come back with the same answer above, but longer and a lot of reg quoted.

SGM (Join to see) - Thank you, when you put it that way it makes since. I just didn't understand because I completed phase 1 (Says so on Atrrs.) My school house instructor told me I'd be higher on the OML. There must of been so miscommunication with my instructor explanation. Again thank you for your time
