Officer Promotion Delays; 6-9 months added for background checks?

Heads up: Received an email that the current DA process has been revised. There is now a background check added into the lengthy time frame, especially for RC officers. I am told that this delay is 6-9 months and affects all officers and all components.

Wonder if this is a workaround way to thin the herd?
I mean, the frustration with having a clearance check delayed, during which you technically do not have the appropriate clearance to actually do your job as an officer....

I'm still trying to wrap my head around who the 'target audience' really is for these background checks....?
I mean, don't ALL officers require a minimum of a SECRET clearance, in order to hold a commission?
So, upon commissioning, they already had a background check done.
I know I mentioned this earlier, but do you think the 'target audience' here is people that commissioned, obtained their security clearance, then committed a felony/etc AFTER obtaining their clearance and failed to disclose it?
It sounds like the FY15 RC CPT APL board results are delayed pending these background checks.
I think this will get interesting, though, when they start looking at this for CPT>>MAJ promotions.
Don't all LTCs hold a TS, though? So, just by virtue of making it to that rank, they should have already been screened very thoroughly already?

Guess it depends.
I commissioned as a 2LT before my clearance was final, and it was clear that my commissioning was contingent on the clearance going through.
Due to the nature of my time in service, I wasn't privy to any classified info until long after I was cleared.

Looks like they are trying to thin the officers ranks fairly rapidly here...

The below message is from USARC via DA -
Based on recent policy changes, all officers considered by promotion boards
which require signature by either the Secretary of Defense of Secretary of
the Army will undergo a Post Board Screening Process. This screening is for
all officer promotion boards WO1 through CW5 and O1 through O6. This
screening looks at the following areas: unit flags for anything other height
and weight, DA IG cases, 15-6 and CID investigations. If adverse action is
found, HRC will initiate an "F" flag for a commander's investigation until
resolution. HRC will notify the officer of the flag and also provide a copy
o the OFTS Commands. For LTC and COLs, HRC will provide the flag to the OFTS
Command Commanders. For all other officers, HRC will provide a copy to the
OFTS Command G-1 as indicated on the Army Reserve G-1 HRO/G-1 POC list.
Those Officers that have been notified via mail form HRC, please adhere to
the language in the memo and submit your intentions via email within 45 days
of receipt. Officer Management Branch will assist where possible but please
seek guidance from your Commanders as well."
