What happens if my FedRec has not been approved, but my DD 368 is signed, I am officially released, and fall into IRR?

I am in the Guard, working on a USAR transfer. Issue is my scroll is taking longer than expected like everyone else. USAR, from my understanding, is still having issues completing transfers due to previous IPPS-A issues, so I may fall on to IRR until USAR can pick me up. So if my DD 368 is signed, then I am officially released, then fall into IRR temporarily but my FedRec has not been approved, what actually happens? I have heard that essentially I will have to restart the promotion packet once I am officially in the Reserves. Can anyone confirm or deny this? Thanks.

One thing to keep in mind is that the IRR is the USAR. There are only three Components (COMPOs) in the Army - COMPO 1 (Regular Army), COMPO 2 (ARNG/ING) and COMPO 3 (USAR/IRR). USAR/IRR is
If you've been DA Select for promotion to O3, then it's not an issue. If you were doing a vacancy promotion in the Guard, then you might have a problem (I assume the former is true based on what you said).
