One of my Soldiers is a prior marine who attend CPL and SGT courses equivalent to BLC. Is it possible to promote him to E5 with that ?

Contrary to the belief of Marines everywhere, USMC CPL Course is not a BLC equivalent. USMC SGT Course is, however it depends on the exact location and name of the course. There's a list on HRC you can reference.

The trick is, you have to get that qualifying cert submitted for BLC equivalency in ATRRS to show completion.

In the Guard, we forward the qualifying school cert and a 4187 to NGB to get BLC equivalency coded in ATRRS.
I do not know where that would go in USARC.

CPT (Join to see) I would suggest emailing the NCOES branch at HRC or the MOS proponent at the school house. They can probably direct you on the correct path.
As for pinning the SM CPL, they will still need to be boarded and recommended for promotion by the board.

In the Army Guard and Reserves, lateral appointment to CPL is the result of offering an E5 promotion to an eligible but not qualified E4: someone who is all but BLC complete. The E4 is then transferred to the valid E5 vacancy, laterally appointed to CPL until BLC complete, and then promoted to SGT, effective date of BLC graduation.
