What is everyones opinions on this? Right now current Army business rules have greatly reduced opportunities to rejoin the service.

What he means by building the military up remains to be seen, especially given the fact that he's planning huge tax breaks. I'm inclined to believe that increased funding is more likely to be spent on modernization, than on boosting the number of troops serving.

It's not about Army business policies that reduced opportunities, you either get promoted to the next higher grade or you depart the pattern. For folks who did one or two tours and got out, there are still opportunities avail from prior Service recruiters. You may have to change your occupation to get back in. Don't limit yourself to one Service either. Semper Fi.

He wants to do a modest increase up to around 540,000. The SECDEF has already warned him of doing a sudden increase like we saw in the survey. We will probably see a slight bit of growth over the next few years, and not much need for prior service. Prior service is a poor substitute, financially. You're bringing someone back in who's skills have atrophied, but paying them the same as someone who's skills are current. There's never much incentive for the service to bring people back unless they are faced with a critical manning shortage.

Just my 2 cents but...
Prior service requires a lot more paperwork and checking besides finances or outdated skill sets. There's health issues that younger recruits might not have and there's also MOS vacancies to consider and figuring out how their past experiences might effect their future performance. Retraining a skill set is easy but reprogramming someone's mindset or personality is not so easy. I wouldn't be surprised if past NCOER and OER are also reviewed during the retention or recruiting process.

Also, just my opinion but not all "Prior service is a poor substitute, financially."
There are some PS who hold a skill/MOS that would be cheaper to retrain like doctors, nurses, people with language skills or any MOS that have a long training time. Vets like me who hold an infantry MOS are easily replaced.

Also, the part "paying them the same as someone who's skills are current." is not entirely true, the Army pays PS more due to TIS. Additionally, Basic & AIT only teaches a soldier the basics, true proficiency takes time, mentoring and additional training. Therefore a new recruit and PS will never have the same skills sets, especially if that PS was a NCO or officer. During my deployment we had a mix of soldiers fresh out of infantry OSUT, soldiers who have been for years and IRR augmentees who have been out for awhile. The IRR's who have been out for 2 to 4 years adapted a lot quicker than the new guys. Plus they brought with them experiences from past units.
