Maybe I'm a bit on the enlisted side (ya think?), but it would seem to me there's more to him stepping down......

Most likely, there's a lot more under the surface that we aren't privy to- kind of like an Iceberg.
Edit: After reading the NYT article, my two conclusions as to why SECDEF Hagel is being forced out are:
1) The Obama Administration is being spiteful since the SECDEF is the only Republican on the Cabinet and the Republicans shellacked the Dems in the Midterm elections.
2) The Obama Administration is looking to take our Nation's defense in a different direction, especially with the fight against ISIS.
