My nonprofit serves military personnel, veterans, and spouses. We are building a program that has Community Outreach Coordinators made up of Military Spouses for on-base advising and Veterans for off-base events and advising. 

We have had some success in meeting with some TAP/ACAP offices and education centers. But by in-large many of the contacts we made were a bit rude and frankly a bit unprofessional at times. 


I suspect they get inundated with companies trying to sell or market things? We are simply advising on our scholarship programs. We are not a school and we're not selling anything. But it seems that we cannot get past, "Hello"...

I think you might have better success going through a unit PAO.  Once validated through them, they can refer you to POCs.  That might allow your organization to approach those rude folks from a different angle.
