How does the Army (HRC) determine when the sequence numbers are distributed? And is it true that sequence numbers are determined based on Date of Rank?

In AR 600-8-19 enlisted promotions, explains the process of sequence numbers generated by HRC through date of rank. Four years ago I was intrigued about this process and found answer in AR 600-8-19.

Yes, sequence numbers are based off of date of rank.
