My husband and I served as dual military.  He recently ETS'd and was granted half seperation pay due to involuntary separation (bar to re-enlist) DD214 and orders are all correct no issues administratively he is to recieve S $XX,XXX pay. But because of this 14-018 message he has to sign up for ready reserve in order to recieve his sep pay (which is already in a hold account just can not be released to him)  This is fine except he falls into a loop hole, since he was bar to re enlist he could not sign up for ready reserve, 4 code on 214..... so no one can release the pay because in this message doesnt  state to release pay to Soldiers that can not re-enlist reserve.  No direction on what to do in this case written in black and white so no one can make that last move to trasnfer funds. We've been rounds with finance, dfas, and the transition unit.  His ETS was 19 JAN 14.  All we get is congress messed up and there is nothing anyone can do you need to address issue with a congressional complaint, you and many others fall into this loophole.  Its a money thing.  Has anyone had this issue and found the key to fixing it?  Or is anyone dealing with a recently ETS'd Soldier who is having issues recieving their seperation pay?

Check and see if the bar to reenlistment is permanent.  Many times it is a bar to reenlistment but if it is not renewed in 6 months then it is no longer valid.  May just have to wait until it expires.
