Should a units' security officer have an "open door" policy?

I recently reached out to my unit's security officer for assistance in renewing my security clearance. And, I was told that she didn't deal "directly" with soldiers. I found that peculiar. Given the nature of counterintelligence (which, conceivably, might require reporting), I was under the impression that these shops should not turn away soldiers.
