Should Assessions for the AGR Program go back to requiring a DA Photo on the application

With the tattoo policy and tougher requirements for staying in the Army should the AGR Program require a DA Photo in addition to an O5 or above letter of recommendation

I believe that every change in personal status, military rank, assignment, job location, et al, should require an accompanying current DA photo.
