Sir,
No matter the service i would believe that you should train as you would fight, within the spectrum of your METL. Some people say that you shouldnt stress that much becuase they are part time Soldiers and full time civilians. This I believe is a bad mind frame because when that state calls upon you, you and your platoon need to be ready.

I want to try and train them to Active duty standards but I wouldn't know how to ask for the funding for training.

what type of training are you speaking of? Most times you can get in touch with an active duty unit nearby and set up some type of shared training. That is a far fetched idea but it could greatly benefit both parties. As was stated above, train as you fight.

I wouldn't worry about funding. Most of my best training environments cost nothing but motivation and time. If you instill motivation and take those troops away from the flag pole for some quality training, the only thing you would need at most is the prevention of wasted time.
