I am under the impression that promotion from PFC to SPC was automatic, good behavior considered. I already have 34 months tis and 32 months tig. I've spoken with my chain of command, but they seem to "yes me to death" but nothing has changed. I'm not sure where to turn here.

It is not necessarily automatic. As a team leader, there were a few times I had to counsel soldiers on why they weren't receiving their E-4 rank. Once you come up on the AAA(automatic integration list) your leadership circles yes or no. However, they should be counseling you on why they selected no if that is the case.

So you have a passing APFT score with in the last 6 months, have you been or are you flagged. These are things you would like to find out

You're probably being paid as an E4. Check your LES. I know in my unit the 4187 required for your promotion takes forever to go through S1.

I'm sorry to hear that. You need to get into contact with your Company O-room and get sent to your S1 so that you can figure out what's wrong. Don't forget to use the proper channels!

Check your erb if it's on there then you are promoted and are getting paid as an SPC and just need to get pinned.

PFC Alex Rivers Talk to your Team Leader and if nothing is done talk to your Squad Leader. But keep bringing it up until you get it. But it is automatic. Pass your APFT correct?

That's all that matters. As long as you pass it your fine. Do correspondence courses as well. That will go a long way. And go to school. Advanced MOS if they have it.
