Should U.S. government civilian awards be worn on a military uniform?

So let's say GS9 Snuffy is recalled to active duty. Snuffy has several DOD medals for Civilian Service, and other Agency medals issued by the US Gov? Some have ribbons. Can/Should Snuffy wear them on uniform? Why?

I personally don’t see a problem with that. However, I can see it leading to everyone wanting to wear some type of civilian award.

That makes sense. However, does anyone know the order of precedence when you have medals that are equivalent? For example I have ARCOMs from the Active Duty Army and also a Army Commander's award from the civil service. I researched that they are equivalent awards, even the ribbons. Do you change the device on the ARCOM to also reflect the civil one as well?

I earned a couple badges and ribbons when I was a Cub Scout.. can I wear those? ;)
