So apparently NCOs can't speak to junior enlisted or else it's considered fraternization without another NCO there.

That's E-5 and E-6. E-5 is not allowed to speak to a senior NCO without an E-6. E-7 is not allowed to speak to E-6 and below without another E-7. WTH is going on in this Army?

No that's not exactly what they mean by fraternization. They're basically saying that it should be a professional relationship not a personal one.
