I think it helps to entrench the ACA further, so, no, not a good idea.

That mighty be ideal for retirees but how many of those veterans who get out have the proper coverage through disability or other means of discharge have the coverage required by the ACA?

Great point, this will only assist the ones who retire or medically separate. However the tax credits will help the ones who did not retire.
