Have you looked at your local post regulations? Temperature for wear is established by post commander.

*edit* I looked and saw you were National Guard. I believe that the wear guideline would be established by the State Chief of the National Guard Bureau, but it may fall on your lowest O5 Command level (just totally guessing here).

I think this is where you as a senior SSG would apply common sense in the absence of other information. Make a decision about the wear, and own it. If someone decides to correct you, have that sidebar and move forward. The only things set in the reg is how properly worn and black in color.

I remember this was always a hot topic back when we were wearing the beret. No one wanted to wear the beret when it was even a little cold and were looking for any reason to try and put on the beanie (watchcap/fleece cap).

I will point out that it took less then a minute to find the most recent version of DA PAM 670-1 (25 May 2017) on line:

Fleece cap. Commanders may authorize wear of the foliage green or black fleece cap with the combat uniform in field environments when the Army combat helmet is not worn, on work details, or in other environments where wearing the patrol cap is impractical. Personnel wear the fleece cap pulled down snugly on the head. In order to wear the cap properly, the bottom edge (all) of the cap may be folded, but not rolled. Installation commanders will determine temperature, wind chill, and extended duty time warranting wear of the cap in nonfield, nondeployed environments. The wear-out date of the foliage green micro fleece cap is 30 September 2017. The mandatory possession date for the black fleece cap is 1 October 2017 (see para 18–12)
