The Terrorism Threat in Georgia was a Hoax. Does this change things?

The whole thing was a hoax by a guardsman. This sent an entire community into high alert after the events in Chattanooga. Considering the social and security implications, should this guy be getting a court martial? Personally, I think they should throw the damn book at him.
