Is it or should it be a violation of OPSEC or federal law to transmit US Government business related Emails on the NIPRNet or personal server rather than a secured SIPRNet access??

It is a violation to transfer anything from SIPRNET to NIPRNET. S-2 personnel have to process that, from what i recall. From NIPRNet to PC is dependant on the classification and content of the files. The average user doesn't wipe a hard drive properly at any point during ownership, meaning files are likely easily recoverable.

This thread would've received a lot more attention if it had tags.

What Sgt Jacqueem S. said. The S2 and S6, but most importantly anyone who has a government email needs to ensure SIPR stays SIPR, and if that's not the case that the violation gets reported to the security manager. Also, just because it's NIPR doesn't mean it isn't sensitive or shouldn't be treated like such.
