What are some ways to leave my current unit to create opportunity for myself?

am a SPC. My time in service is 6 years going on 7. I try to request going to the board but was pick over by others. Leadership will not place myself in a leadership position. This is the short version. I want to stay in but my opportunity to advance is none. I am trying to find a solution with my leadership, but my leaders are actively not trying to assit me and explaining to me why. I just looking at my options.

You submit a DA Form 4187. Bear in mind it's going to be up to you to prove/establish a solid reason why you should be allowed to be transferred.
You are only telling one side of the coin. There are other factors and questions I have based on what you said:
1) Why are you not being allowed to have Leadership roles? Bear in mind that Unit Leadership have to take into account mission success based on available staffing. If there are better candidates, of course you will not be picked.
2) Have you busted your six to show you are ready to take on Leadership duties? If you're saying that you have been in almost 7 years and still a SPC, that tells me that you've been a SPC for almost 5 years (if you came in as a PV1). To Leaders, this screams volumes for lack of drive and motivation.
3) You've asked to go to the Board but others have been sent instead of you. See #2.
4) Have you been counselled as to why you have not been to the Promotion Board? Have you been counselled as to why you have not been given Leadership roles?
5) I see that you tagged EO. Do you feel you have been violated under the Regulations of EO? Regarding yourself, has your Leadership violated ANY of the protected categories: race, color, religion, sex, national origin and age, mental or physical disability, or sexual orientation.

Thank you MSG. You are correct that only one side of the coin is being told. Only issue is I only have my side and other side is not being communicated to myself.
In response,
1. I was given a leadership for 2 weeks. I was replaced to be loader for BC tank. I asked my 1SG for reason why I was placed there. He stated I need more experience. That doesn't make sense since half of the leadership role ware ran by brand new pfcs.
2. I put in hard work to be placed higher than I am currently. My counselings hads reflex that much.
3. 1SG like the idea that I wanted to go to the board. My PSG wanted the brand new pfc to go instead because he like that he wanted to go and wanted to reward him.
4. I have not been told or anything written on paper. If their is something, it not being communicated to myself.
5. I don't know honestly what going on. I talk to base EO and bn representative. They both said it depends. But I should talk to CSM.
I am just trying to find a solution to a problem that I am having. All I want is communication about why am I not be given clear reason why I am not allowed to progress in anyway. I am not flagged nor under investigation. I believe moving to a another unit with opportunity will allow me to fail and succeed as an individual to improve, challenge myself.

You are far past the point of being required to attend the promotion board or be counseled as to why you are not attending. Every single month. I find it almost impossible to believe that your 1SG, CO, CSM, BC, AND S1, all of whom have visibility and oversight on this, have completely failed here. I think you are being told exactly why you are not being promoted.
I tried looking at your mess of a profile to see if maybe you are USAR or NG, as things operate a bit different there, but no indication. But if you do your Army work as haphazardly as you put together your profile, I would suggest starting with attention to detail. A job worth doing is a job worth doing right.

May be a time to reflect on yourself and goals you set to be unrealistic. Review any past counselings and see what areas need to be improved on which may help to point in a better direction.
