Turkey aplogized to Russia for shooting down their aircrafts but is it too little too late?

Lots of backstory on this one, as I posted elsewhere.
This apology specifically is for the purpose of improving diplomatic relations. The Russians knew damned well they were flying over Turkish airspace, and the Turks knew damned well that was a Russian aircraft doing it. Both probably learned their lesson, at least in regards to this issue.

Turkey only apologized because of the sanctions. Russia did violate its airspace. Unfortunately, might makes right in this case.

The Russians and Turks have been at it for quite some time now. This is just the latest event.
