Unwarranted and outright disrespectful behavior towards a subordinate?

Are there any rules or regulations covering something along the lines of this?
Some background info:
this is NOT EO/SHARP related
all customs and courtesies were given
this is not a hurt feelings issue
This was flat out one of the most disrespectful things I have seen in my almost 7 years in. I told the "victim" to just ignore it and that they did the right thing and to just drive on because "you're almost outta here". However, for future reference, I am curious as to what can (or cannot) be done about this type of behavior and what rules and regulations cover it because everything I've found pertains to disrespect towards a superior. This is my first time using an online source like this so please forgive me. Thanks!

Generally, a question like this is accompanied by a brief description of the scenio. There are many levels of disrespect and the circumstances surrounding the incident may alter our judgo. That being said, disrespectful actions usually rise to the level of insubordination which must never be tolerated. Good order and discipline are eroded by such behavior and thus greatly diminish the effectiveness of a unit especially in stressful circumstances such as combat
