What are the requirements for the USCG Selected Reserve Direct Commission Program?

Hello all, I am inquiring about information regarding the USCG's selected reserve direct commission program. I am having trouble finding a lot of information about it online. For a background, I am an enlisted army veteran about to be done with my masters degree. Im not really sure what the requirements are for this program or if it's designed for prior officers. Any information helps, thank you all so much.
