I am planning on submitting a Warrant officer packet here in the next month or two. I have visited and the recruiting website but wanted to get an opinion.

I currently am trying to apply to be a Signal Warrant (255A/255N) but have a Article 15/GOMOR/Relief for Cause NCOER in my OMPF for the same incident. I was reduced to a SPC. This occurred about four years ago and I have managed to get promoted and receive three great NCOER's since then.

My question is if I submit a morale waiver for the issue, does this automatically disqualify me. I know that this will follow me my entire career. Some are telling me to just finish out my enlistment because this "may" send up red flags to HRC to QMP me.

I do not want to put myself on the radar but at the same time want to apply for warrant. Has anyone gone through something similar or offer any advice of the subject. Thank you in advance for the feedback

CW5(P) (Join to see) how would he be at a disadvantage for promotion to CW3? Anything that may or may not appear on his NCOERS is moved into his restricted file once he put his dot on. If you think you have a solid packet, I would say do the paperwork for the waiver. If you get it, great, submit the packet. If not then life goes on as an NCO.

The NCOERs are not the concern for CW3, but was concerned about the GOMAR, if it was not in his restricted file.

The only thing selection board members see is:

DA Form 61
ERB
Letters of Recommendation
Resume
NCOERs
AERs (1059s)
DA Photo
Flight Aptitude Test

Morale waivers are not seen by the board. The only way a board member knows you did anything wrong is section 26 of your DA Form 61 will have “Yes” checked. They will not know what you did, or when you did it. The board will not have any way of knowing you received a GOMAR unless it is stated in the NCOER.

The morale waiver does not automatically disqualify you. It does put you at a disadvantage though. Many board members will score you lower because of the bad NCOER and for having block 26 checked “yes” on the DA61.

Unfortunately, these are not things you can change. Improve on the things you can change (college, future NCOERs, Awards, Schools, Certifications) and hope for the best.

SSG (Join to see) - The process has changed somewhat since that post. USAREC will see the GOMAR and will probably require a moral waiver. If the packet gets through USAREC and the proponent office, it will go to the board. They will not see the GOMAR. It is USAREQ's and the Proponent's job to ensure the packet is qualified. It is up to the board to score the packets to be put in an order of merit list. If you rank high enough on the OML, you will be picked up.

Be warned though, that if you have a GOMAR, there is a chance that you will not be promoted to CW2. All promotions go through a personal records review and any derogatory info can postpone or prevent the promotion.

CW5 (Join to see) I’m not trying to slip through the cracks. I own my mistakes. The packet was submitted in July, and received a board ready status. The Gomor was received between then and now unfortunately. Will USAREC review it again or is my packet still boars ready? Thank you and sorry for all the questions.

SSG (Join to see) - That I do not know. I do not think the packets get scrubbed again once they are board ready. Either your Proponent Warrant Officer or someone from the Warrant Officer Recruiting Team would be the best to ask.

So as an update to this situation. I was just passed up for promotion to SFC for the third time. I am now trying to submit my packet for the November board. I think the documents in my file are being held over my head but nothing is for sure.
I have completed my bachelors degree, and have another assignment under my belt to gain experience. Currently I have maintained my A+, Network +, Security +, and ITIL Foundations. My CCNA R&S recently expired but am trying to renew. Within the next couple months I plan to try and take the CISSP or CASP certifications.
*I came to the conclusion previously that I needed more experience and diversity to make a better packet.

For SFC board yes they can see anything in your restricted file. It will also be the first thing that pops up along with SRB. I would say it depends on how long ago the incident was. The I finally got a sequence number for SFC it was about 8 years after the incident.

In regards to Warrant packets they have submit a Moral Waiver for those situations. It goes up with your packet and will get approved/disapproved. If your packet gets accepted then the board will just look at your packet and not a digital board file.

Don’t let it stop your career. It may stay will you but don’t let it get you down.

I was told I would never get promoted again after my incident. Prove to boards and commands that you can push past it and it will work out for you in the end.

CW2 (Join to see) Thank you for responding. It’s nice to see you made it through your situation. I was emailed that my packet was “board ready” two months ago. So I’m assuming it was approved and that’s all the board will see?
