So yesterday we were sitting through probably the 5th brief I've had lately on the new OER system when a question occurred to me and another fellow warrant. &nbsp;It was brought up in the discussion that under the new regulation that all Majors must be senior rated by a COL (O6) or higher. &nbsp;That got us thinking that as CW3s (also field grades) what is the minimum senior rater requirement? &nbsp;We pulled up the new reg and was a little surprised to see that all warrants (WO1-CW5 only have a senior rater requirement of MAJ). &nbsp;I was also even more shocked to discover that according to the regulation, a 2LT could actually rate a CW5.<div><br></div><div>Thoughts?</div>

A CW3 or higher should get a rating from an O6 or above. A 2LT shouldn’t rate anyone at all.

My understand was that warrant officers were in between the E ranks and the O ranks. I agree that the 2LT shouldn’t be able to do much since they are still wet behind the ears...they are the “privates” of the commissioned ranks.

You got to love warrant officers. They are not quite enlisted and not officers. And should either get their egos out of bounds or their ambitions too high. Someone who has to be a expert in their systems has got to throw a bucket of icewater on them to sober them up. And that is the job of a warrant officer.

CPT Jones, if that is your experience with Warrant Officers, I feel sorry for you when/if you serve as a BN XO. Warrant Officers ARE subject matter experts in all areas we are asked to be experts in. As a Electronic Missile Systems Technician, I serve in a BN that owns no such system. I am a BDE asset from my first day as a WO1 to until i leave BCTs as a CW3. My job is to specialize in other areas to support my BN CDR, while continuing to support the Missike Systems within the BDE. Warrant Officers have more experience in areas outside of our specialty than most generalists do until they attend ILE.

i attended ocs. but if given the choice, i would have preferred woc . spent 12 years enlisted. despise politics seen at officer levels. and I'm not known for tact or playing the games. wow suited me fine. had a number of warrants encourage me to become one. I thrive in the technical areas.

There is a small problem with warrant Officers that seems to have grown worse since my time serving discussions I have had with My son during his time on active duty. It seemed then and also to him that most of the Warrants seem to think they outrank Commissioned officers and can tell them what to do and forget they are outranked by even the freshest newly Commissioned Officer. Wen in fact the newest 2Lt outranks every Warrant in the Army. Any commissioned officer should rate all officers under his supervision. If the commissioned officer has problems his boss can offer guidance.If a Lt is company commander he does the rating for the E8 Sgt that ha6 15 or more years in. I really see no difference with Warrants.

Never was anything similar to what you speak of in USMC. I served 78-98 and we all got along just fine. Even the very few times we got a know-it-all or a tightass for a CO, we did our job and supported him. Once they figured out they needed our input they asked for it and it was given willingly. Until that time they had to learn the hard way. One Captain had come over from Army and was a Ranger. He knew nothing about engineer equipment or maintenance, because he'd always been on staff or a BG's aide. We offered advice until we were blue in the face, but he was going to reinvent the wheel, so we just did our job as best we could. His changes bore no fruit and created one hell of a backlog. He came to the shops one day with head in hands. When he asked me and another CWO and a LDO 1stLt for a pulse, I told him that when the CG comes down next and sees all this deadlined equipment he created, he was going to get relieved for cause. That was the attention gainer needed. We got back to the basics and were healthy within a month, thanks to extended hours and hard work. After that he figured out what handling officers and leading a Company was about. I later deployed with him and we became friends. Sometimes a person has to figure out that they're not always right. He became a much better CO and life went on.

CWO3 (Join to see) - this pot started out as who should rate wo4-5. I was trying to say whomever is their supervisor regardless of rank. Several ot hem were saying it should be at least a field grade officer And that is what I was attempting to address.

Got it. We never worried about it. Most of my units were almost all CWOs, LDOs or Mustangs with a half dozen or so regulars around. It all worked out. The two 1stLts I had for CO were pretty squared away, and wrote decent fitreps. One was a Mustang and the other came down for Command time after being the CGs aide.

If a Bn Cdr signed off on a rating scheme that had a 2LT rate a CW2+, then he or she is what is wrong with the rating system.

Apparently they have gone back to the same mentaliy as before. I was never rated by less than a Captain, only one major if memory serves me right. My first OER I was sentor rated by a Malor. All of my later OERs were senior rated by an LTC. What really sucked was having a civilian anywhere in your rating chain. I suppoe evaluations are a part of evryone's life. I had raters for almost every job I had after retirement. Warrant Officers are like being seaparate but equal. As a CW3 over 22, I was commissioned by a CW4 and it was signed by the Secretary of The Army rather than the POTUS like the ARLOs. Right after I was appointed, my boss took me to meet with a hard assed CW4. He was in duty dress uniform and working on his boat. (Our office was on the top foof of the Old Point Comfort Yacht Club). He told me "Son I've been in this Army for almost 30 years. Everyone is concerned about OERs. Son, let me tell you right now that I don't give a fuck who rates me, how they rate me or even if they rate me. It's all a part of your career and the pay is the same." At the time I thought that he was damned unprofessional. However over the following nine years I came to understand. We either walked on water or we were just somebody drawing a pay check. There wasn't much in between. Usually, if a young officer rated me, he would ask me to review and edit my OER. I never once was rated by anyone who was even close to my specialty. They actually didn't have any real idea of what we did vs what we should have been doing, or really where we fell into the grand scheme of the Army. It sounds like not much has changed, just the brass and the bird on the hat.

Not knowing what you do by your rater is your fault. It is part of your job to help him learn My Engineer Bn had a map company attached That had a CWO in it. There was only Three in the entire military with his MOS one in Germany, One in Japan and one at the pentagon But their raters ranged from CPT in the field and 08 at the puzzle palace. They just took turns moving around when they got tired of which slot they had.
