Was the Senate right to not "invoke cloture" on the House's continuing appropriations for government operations through 11 DEC 15?

Fiscal 2016 Continuing Appropriations "Shell"-- Cloture capwiz.com/military/issues/votes/?votenum=270&chamber=S&congress=1141> - Vote Rejected (47-52, 1 Not Voting)
The Senate rejected a motion to invoke cloture on the Cochran, R-Miss., substitute amendment no. 2669 that would provide continuing appropriations for government operations through Dec. 11, 2015, at an annual rate of about $1.017 trillion. It also would prohibit for one year federal funding for Planned Parenthood or its affiliates unless they certify that they will not perform, or fund other entities that perform, abortions during that period. The substitute amendment would redirect $235 million to community health centers.

SGM (Join to see) i am tired of the GOP trying to kill abortion which is the law of the land. These sanctimonious thumpers that continually try and deny a woman's right to determine what's appropriate for her body are simply mysogynistic hypocrites.
If you don't want an abortion don't have one, but leave other people the hell alone!

The Senate is not interested in playing the shutdown game at all; Sen Cruz was rebuked twice last night on the chamber floor:

Bottom line, defunding Planned Parenthood is dead.

They didn't attach anything - this was the House bill. Today's vote is on a Senate amendment piggybacked on an old House bill on TSA oversight (and yes, it's legal).
I recommend The Hill's "Floor Action" blog to keep track of this stuff.

“In reality, it’s not Senate procedure that stymied Cruz on Monday night. Republicans have grown tired of Cruz pushing proposals that he knows McConnell and other Republicans will never back, like defunding Planned Parenthood in a spending bill, then criticizing McConnell for not taking up the plan even as he uses the fight to bolster his presidential campaign as Washington's consummate outsider.” Cruz Sternly Rebuked by GOP, September 28th 2015, by Burgess Everett, of Politico

CW4 Guy Butler, yes, exactly. The House added this amendment to the legislation defunding Planned Parenthood. Why attach it in the first place? This is what I'm asking. Why attach such a controversial amendment to something that must pass? It's suicide in my opinion.

The same reason they attached the "defund Obamacare" amendment in 2013. There's a group of 30-40 Representatives who think they can do these things and they'll work - or at least force a veto. Unfortunately, they suck at basic math skills like counting to 60.

This was the cloture vote to open debate on the House bill; by voting it down, they effectively killed it. The Senate is voting on a clean CR today.

No. Cloture is only to open or close the debate; there's still a vote on final passage before it goes to the White House. This was killed two votes (minimum) before it would have gotten to the President.

CW4 Guy Butler, Yes, I understand the definition of Cloture, but if they had gone ahead and invoked it and the vote carried, it would have been vetoed by the president.
