We have a branch manger, who does not respond to communications; and it's reenlistment time and she is the only one who can slot us.

There are a few of us with the same branch manager in the same BDE she has not been helpful in our assignments for reenlistment. We have called, emailed and we have had people of higher rank contact her with no resolve. Does anyone have any solutions? Will a 4187 help, reenlist for sustainment help?

Hell... Have your BN or BDE CSM Contact your Branch CSM and state your issues with him/her.

Also, I see that you are under 1st Med BDE. If this is under the 807th (like 2D MED is) then contact the 807th! If you need a POC for the 807th, shoot me a message and I can get the right contact info to you.

I can't say that I have much experience in this matter, but if she is a civilian or a mil tech, she has a supervisor that should be notified. If she is military, contact her Chain of Command or utilize the IG. This should not be happening especially if it is hindering advancement or slotting.
