Think about what the user is trying to do; what is the task the user wants to complete? Then, make the path to completing that task as obvious and quick as possible to perform. A book I would recommend is Designing with the Mind in Mind, by Jeff Johnson. It covers task-oriented design as well as a whole lot more, and it is based on empirical evidence.

I'll check that book out. I've been told I should check out "Evaluating Information" and "You're Not a Gadget" as well. Have you heard of them?

I have not heard of them. I read Johnson's book when I was working in instructional design and courseware development, but I'm no longer involved in UI directly. The product owner that I work with, however is from a UI background and he constantly refers to The Design of Everyday Things, which has a kettle-looking thing on the front with spout on the wrong side (it's a famous design book).

Think of a UI as building a tool for people who don't know how to do it he long way. It has to be simple and fast, and makes sense. Hands down those are the only important things regarding UI Development. There are books that look at UI Dev at a project manager level but I haven't really dived down that path before.
