What are my options to waive my TOS requirement so that I can do an OCONUS PCS and get a Joint Spouse assignment?

I'm assuming your BF is Army. The waiver you're talking about will allow HRC to waive TOS down to 12 months. There is no waiver short of the Commanding General of Human Resources Command granting an exception to the DOD policy that will let him move with less than a year on station. Even in the Air Force, you are still bound by the same DOD policy : no more than one PCS during calendar year or fiscal year. Getting married doesn't cause either the Army or the Air Force to spontaneously move you, it allows you two to be considered for a joint domecile on your next duty station. Getting pregnant will actually stabilize you at your location for even longer. Your BF is stuck in Italy until the end of his DEROS. If he was stationed in GA before then he was placed on the accompanied three year tour. After you two are married he can request a change of tour to a two year tour.

TL;DR you two are going to have to wait a year or two to get stationed together

Getting pregnant to get a joint assignment not the wisest thing. Also, you aren’t married so nothing is in the table. When you do get married you will be put in the program. Then you can begin to request waivers. Anything is possible. You should expect to stay in GA for a while.

If you could/try to get pregnant, you could be chaptered out. 4. MCAP says they will try their best to jointly assign you both to the same base, or in close proximity- but it is based on MOS and doesn't always work.
