What are the eligibility requirements for an overseas service ribbon?

No issue... had the same challenge for most of my soldiers in my company as getting back from OIF in 04. Reg was not very clear... so I contact HQDA.

There are some exceptions to a OSR award for actions like that. Example... I was in Germany in 01... I want to Turkey and Balkans. The OSR was for Germany... the NATO medal was for the Balkans.... the GWOTEM was for Turkey... and a couple of other areas.

SPC Josh Shane - The policy governing this situation was rescinded some time ago. Past overseas tour credit can now be applied to receive the OSR in conjunction with the ICM/GWOTEM.

Straight from hrc: : I was awarded the Iraq Campaign Medal (ICM) during my deployment to Iraq. I was also credited with an overseas tour when I redeployed to my home station. Am I authorized the ICM and the OSR?

A1: Yes, A Soldier who receives another campaign/service medal for participating in a designated operation may still receive the OSR if they receive overseas tour credit.

I was about to say... I was awarded one as part of my “thanks for coming” package for my 09 Iraq tour.

My big question has been, does my Afghanistan tour qualify me for a second? That hasn’t been clear in my reading of the reg.

Since I only pasted 5-4 it’s c. below.
That should give your answer. But as I posted, there was a change to allow the OSR along with a campaign ribbon.

5–4. Overseas Service Ribbon
a. The OSR was established by the SECARMY on 10 April 1981 as announced in DAGO 1990–15. It is awarded to Servicemembers of the U.S. Army for successful completion of overseas tours.
b. Effective 1 August 1981, all Servicemembers of the Active Army, ARNG, and USAR in an active Reserve status are eligible for this award. The ribbon may be awarded retroactively to those personnel who were credited with a normal overseas tour completion before 1 August 1981 provided they had an Active Army status as defined above on or after 1 August 1981.
c. Soldiers must be credited with a normal overseas tour completion in accordance with AR 614–30. Servicemem- bers who have overseas service with another branch of the U.S. Armed Forces must be credited with a normal overseas tour completion by that Service to qualify for award of the Army OSR.
d. As an exception to paragraph 5–4c, RC Soldiers who were mobilized and dispatched overseas to locations outside the theater of operations during Operations DESERT SHIELD and DESERT STORM (2 August 1990 to 11 April 1991) are eligible for award of the OSR without regard to the time served overseas as long as the overseas service is not recognized with another U.S. service medal.
e. Numerals will be used to denote second and subsequent awards of the OSR (see para 6–4).
f. For first award of the OSR only, an individual may be posthumously awarded (on or after 1 August 1981) the OSR before completion of the overseas tour, provided the Soldier’s death is ruled "Line of duty-Yes."

Any overseas credit that is listed on your ARB/SRB or ORB/ERB should entitle you to an OSR. You will need to look at the regs regarding long and short tours because there was some confusion about that when I was stationed in Hawaii (which is an OCONUS assignment eligible for OSR). If you dwell (stay longer than one standard tour) in an OCONUS assignment, you log a long tour and one OSR, not multiple short tours with multiple awards. Any combat time listed in that section is probably listed as a short tour, and therefore eligible for OSR.

That info is listed in Tables 3-2 and 3-3 of AR 613-30.
It gives specifics on different combinations on tours. Although I see comments about tours having 'Magic' numbers for tour lengths, I've not been able to find that in 614-30, it only states 'tour length'.
I do know that each set of orders I ever received the tour length was stated on the orders, and not everyone in the unit had the same tour length, so I don't understand how you can have a 'magic' number for a tour length.
While doing research on the subject here I've found the rule I needed to get my last OSR because I was medically evacuated from theater before my 12 month tour was up.

So to the original poster SPC Josh Shane question, he served "a series of nine months in Iraq". It depends on what his orders stated, that would be the question that's needed to be answered.
