A big con that i just discovered is that if you receive any VA disibility and receive a payment the garnish the payment until the lump sum of the RCP is paid back.

I was always led to believe that RCP isn't a choice. I do know they pay you for it. In some cases to get the separation pay they require a reserve commitment. I am not sure if that is the case for RCP. They should tell you all that during your transition briefings.

In order to get the RCP separation pay a 3 year min contract with the reserves is required. The rent entire NCOs know the information and will discuss it during out processing.

PRO- money now; chance to continue service and get 20 years in the reserves; still have base/commisary/exchange access; live where you want; can go to school full time and get a degree; can have a life (travel, spend time with family) and integrate into civilian lifestyle
CON-lose retirement at 20 years (reserve doesn't pay out until you reach 60 years old); no medical unless you pay for it (reserve Tricare available if your civilian employer does not offer insurance and you have to pay into it like other programs); not guaranteed steady employment...
Like anything else in life it's all about perspective and what works for the individual.

What is "taking the RCP"?
If you mean turning down promotions until you are separated at 14 years, it seems to me that would be a big waste of time, but it fits some peoples long term goals.

Sorry if I came off the wrong way. I know some NCOs that could make Staff Seargent, but have elected to reenlist just take the rcp.

Well, you will walk away with separation pay equal to 2x month base pay x number years as long as you commit to reserve for three more years, which could put you almost at the 20 you would need for a reserve retirement. If you have a high paying job with a 401k waiting for you, it might be worth losing that 20 year active retirement that is only 6 more years away.
