There is good anywhere you look. There is also bad if you let it get to you.
A barracks rat will never be happy. Those who try to enjoy their surroundings and learn new cultures, customs and food are going to enjoy wherever they are sent. Aside from combat zones. Even in the worst battle areas, there are friends and lifelong acquaintances to make. As bad as it seams at the time, you may look back later with fond memories. True friends are hard to find. When you're being shot at, bonds are formed.

Fort Polk. That was in ‘72 and there was a huge Vietnam training mission. I was 22 and just left 4 yrs of college in San Francisco. Culture shock for this native Californian.

I was in 20 years and was at Fort Leanordwood the Fort Benning for training then, 10 years at Fort Bragg, 5 Years at Fort Richardson Alaska, 5 years Fort Campbell. I loved it. I would not think you would find these on the list. I believe in most cases it depends on your attitude about where you are., not the local environment.

This was relayed to me from an Air Force LTC who flew C-141 Starlifters from Ramstein AFB, W. Germany (showing my age a bit there) to CONUS regularly. I was at Landstuhl 10th Medical Lab. I cannot verify the story but this is how it went. One winter flying from Ramstein to the US he had to stop at Thule Greenland for some reason or another. Cold as a "Witches Teat in a brass undergarment" he said -50 F with the windchill. So he gets fueled up, serviced and ready to go except for the latrine holding tanks which desperately need pumping out. Waiting on the flightline for a very long time (whatever that means in AF speak) when finally some young slick sleeve airman shows up with the pump truck and proceeds to mosey his way through the steps for pumping out the holding tanks. LTC is freezing his ass off and furious. He goes out to tear this little punk a new poop chute. Starts yelling at the the Airman threatening to send him to the far reaches of hell where not even the Air force will know where to forward his mail if he doesn't get his nasty ass in gear. Airman has had about enough from this LTC and says to him "Colonel, with all due respect, I have no rank to take away, I am pumping shit out of Airplanes in the most god forsaken end of the earth, where hell has actually frozen over. How much worse do you really think you can make my life?" LTC told me he stopped thought about it for a minute and proceeded to tell the Airman to please carry on, got back in his somewhat warmer airplane and waited for the airman to finish, so he could get the hell out of Thule.
