What are your recommendations for a Memorandum for Record when applying for a Functional Area, such as Information Operations?

The latest guidance came out for VTIP. I looking at various functional areas but I see a Memo for Record is a part of the packet. I imagine that writing about your experience and what you bring to the table would be a part of it but is there anyone that has used the VTIP program that can share their experience?
