What are your thoughts on 'A Cooperative Strategy for 21st Century Seapower'?

The Navy, Marine Corps, and Coast Guard updated their 2007 strategy with the release of "A Cooperative Strategy for 21st Century Seapower". This version addresses the different security environments that our naval forces face today with different regions.

My initial thought is that the Coast Guard working with the Navy and Marines for security of the sea makes complete sense. I will say that it seems that cooperation between could be a little bit convoluted with the addition of the Department of Homeland Security (I know, no longer a new thing).
Coordination and cooperation are critical and I think this is a good implementation/strategy of that.
