I do not have a DD Form 4/3 in my initial contract or my iPerms. Anyone else have this issue?

This only applies if you were a DEP entry and entered regular Army on active duty. If you joined the USAR or ARNG first you won't ever have a 4/3. If you are supposed to have the 4/3 and do not you can contact your recruiting station for it.

You don't get a 4/3 in the USAR or the NG because you did not join the Delayed Entry Program. A DD 4/3 is a release from DEP

There is no regulation you need, the document is the reference. The title of the 4/3 is Released from Delayed Entry Program. Unless your 4/1 has information in the Delayed Entry Program section, you were never placed in the DEP and so cannot be released from it
