What can I do if the Board of Corrections is taking too long and is hindering my options to re-enlist?

So this is a long story, but please bear with me!
I enlisted Jan of 2008 into the National Guard, the unit I was assigned to had a lot of HR complaints and actions taken against in it, and was sort of a bad coc besides the Chief I shared an office with as a 92A, and was friends with everyone else.
I was quickly promoted to e4, and it was okay until I dealt with miscarriages(7 in total all with doctors notes but only one interfered with my unit drills that they had to know about) and had to have surgeries like d&c's which one happened during at training and he wanted me to continue training with the miscarriage in me and the d&c was scheduled a day later while I would've still been at a.t., the doctor said I needed to be home and had the surgery date and time to recoop, sent the doctors note, and that's when my first Sgt started being completely unbearable with me. I finally had a pregnancy stick after over a year and was put on bed rest, during the time my first Sgt would harrass me, like one day making me call people every minute for two hours when the lady said they had all they needed and didn't understand why he was having me call them, and calling once a week to make sure I was still pregnant and being rude about me on bed rest.
I came back at the time I was supposed to after the pregnancy. Three months later I was put on bedrest again for my second, and when I sent in my doctors note I never got a reply from my squad leader or first Sgt. Right after that time I dealt with my mother dying and my brother committing murder, I had proof of those also, while taking care of my first child and not stressing out the second so my mind was busy.
4 months later I got a letter in the mail saying I was demoted and put in the irr, from e4 to e1, I was dealing with a lot and tired of the bs so I just dealt with everything else going on.
A few years later a recruiter asked me about the army reserves and I joined, my unit was amazing. A year after getting used to people my squad leader asked about my history during at. He told everyone about the demotions, etc, and my unit commander told me to go through jag. I was out of the time frame for them to do anything so I had to send it all to the board of corrections doctors notes and all.
I finished my time after four years and was talking to recruiters about going active which all said they could until they dealt with having to get waivers for what happened or whatever difficulty they have. I've gotten to the point of almost swearing in the navy but the recruiter telling me I'm missing something but not pinpointing what the day before when I sent all my documents. The army telling me it looks bad because I can't prove I sent in my faxed doctors notes, have all the doctors notes and times though, even though at my last unit I have three recommendation letters two aams and volunteered all the time for other company missions and left on really good terms. The Air Force saying I'd half to pay 3000 for the rest of the bonus I was paying back from the guard.
Is there anything I can do? Its what I really want in life but they don't take into account my last unit or want to deal with it. I have taken the asvab for the navy and got a 76 and can pass my pt and am the correct height and weight

PV2 (Join to see) your main question and your narrative don't align. Have you filed a DD293 and DD149? Where are they in the process? You're asking if there is anything you can do if the Board of Corrections is taking too long. We have no idea what you've done already, what bridges you've burned already, or if you've done anything at all. The back story gives us context but we aren't the people to sell on this.
