What criteria do you use for deciding who and when to offer a salute for birthdays, returning from deployments, or years of being in RP?

I see many other RP members being saluted due to their birthday / returning from deployments / years of being in RP. I have been in RP for almost a year now, and have two deployments on my profile in addition to various post changes and my birthday passed without any posting. What criteria do you use for deciding who / when to offer a salute for these occasions ???

Brother SGT Herbert Bollum I salute you now for both occasions, ask SFC James J. Palmer IV aka "JP4" what needs to be done, he's one of the admin guys, if he can't help he'll direct you to who can.
