What has the Army historically done when holidays fall on a Wednesday? Should there still be a 4-day weekend?

I believe this would be up to the post commander or a GO in your COC. You would have to check with your own unit to get specific guidance.

I see your point, but shouldn't it be the same across the services/installations since it is a federal holiday?

The Veteran's Day itself should be off for everyone as it is a Federal Holiday... the determination of a 4 day around it is up to Commanders at various levels. For instance, on Fort Bragg USASOC units often have different schedules than 18th Airborne Corps units.
