I had my first, last, and only IRR drill last November. Having reported to the local Reserve unit as ordered, I was supposed to log on to the system and fill out some questions. We could not get me logged in, so I verbally verified that nothing had changed since I had done the questions remotely before. The NCO did paperwork with my bank information, and released me.
I have yet to be paid for the drill. I have been in contact with the NCO. He has submitted at least one pay inquiry, and the most recent word (today) was that they were waiting for HRC to cut new orders so I could get paid for November.
Will I ever get paid? Are there steps I can take besides annoying this NCO over text?

This sounds like a DA Form 1380 could easily solve this

I'm pretty sure he did one the day of my drill. Nonetheless, I have not been paid.

The NCO that you worked with is not in your chain of command. As an IRR Soldier you are a direct report to HRC. If you were not on orders, then a 1380 should have been generated and signed by an officer. That 1380 should have been submitted to HRC and then routed to the proper pay team.
If the NCO submitted the 1380, you should ask who it was sent to and if there was a response. Normally finance will send a confirmation or rejection notice.
When I was in the IRR I was given MUSA (muster duty orders) but never told to "drill'.
The NCO cannot provide you much assistance.
