Somebody can correct me if I'm wrong, but I believe tier 1 is referring to the score needed for things like Delta Force and tier 2 would be for others such as PSYOPS and Civil Affairs.

You are completely wrong in this case. Tier 1 refers to something completely different. This is recruiting language tiers
