What do we need as a Navy to be more successful on the waterfront? What would you do and how would you do it?

What i think we need is more thorough training on how to operate and maintain vessels. Proper procedures have been looked over and ignored. Simple safety guidelines that could have saved lives. I propose that (at least for officers) spend more time in BDOC and SOBC in order to learn how to properly operate these vessels. For everyone, i recommend some type of school to learn everything possible about the vessel before showing up to qualify
