It more of "administrative mismanagement ". I remember when I was on USS Seattle AOE-3. We in dry dock (ship repair station). We were no longer sailors but workers. There were no training to expand on your rating. We had more training when the ship was in water. Looking back during that time, I wish the higher ups on my ship or even my First Class took upon themselves to expand our knowledge, skills and hands on training in areas in our job rating level and higher.

The biggest challenges I see is the sponsorship and mentorship programs have really deminished. Many individuals in those roles use the position as a check in the box. More forcus for junior service members should be in those areas. Another challenge I see is efforts to retain members. The incentives are not too rewarding for members. Some rates, such as EM, Electrician Mate, have incentives few and far between. It is difficult to sell heritage, honor, courage, commitment, and all those other meaningful values to young service members. I think we need to meet these younger members where the are and rethink and reapproach how we can instill patrotism in them.

Two words - Recruitment and Retention.

First and foremost, the military's primary mission is to defend the country and its citizens. This requires a well-trained, disciplined, and dedicated force of men and women who are willing to put their lives on the line to protect their country.

Furthermore, the military is a complex organization that requires a wide range of skills, knowledge, and expertise to operate effectively - from combat soldiers to intelligence analysts, logistics personnel to engineers, each person in the military plays a critical role in ensuring the success of the mission.

The military will face numerous challenges - evolving threats, budgetary limitations, geopolitical instability, and an ever changing environment. They have risen to meet these challenges before and will do so again. However, without the right people everything becomes much, much harder.

As our current CSA said (and this applies to all the services), “Winning matters, and People are my number one priority. People are our Soldiers – Regular Army, National Guard and Reserve - their Families, Civilians, and Soldiers for Life – Retirees and Veterans. We win through our people, and people will drive success in our Readiness, Modernization and Reform priorities. We must take care of our people...”

People are the backbone of the military, and without them, it would be impossible for the military to achieve its objectives and protect the country.
